What IGN wrote
The edition is described in IGN’s pre-order guide, which compares the physical and digital versions. Two of its lines carry the details above:
“There’s also a steelbook edition for PS5 and Xbox Series X available for $69.99.”
“It also comes with fine art prints and a key art poster alongside the game itself.”
Written in IGN: Control Resonant preorders: what comes in each edition
IGN is a media outlet, not the studio, and a retailer’s page can list the box differently. Where a shop’s description and IGN’s differ, the shop’s page for your region is the record for what ships to you.
Steelbook, standard physical and Deluxe are different lists
The Steelbook is a physical product with a case, prints and a poster. The Digital Deluxe Edition is a download with an artbook, a soundtrack, an Artifact, a resource bundle and an outfit, listed on the digital stores. The sources for the Steelbook say nothing about those digital items, either way, so this page does not claim that the box carries them or lacks them. The side-by-side of every edition is on the editions page.
The same goes for pre-order items such as the outfits and the Pickpocket’s Tool Artifact: the pre-order bonus page lists them from the storefronts and the studio’s FAQ, which puts them under pre-orders in general.
Not a Collector’s Edition
A metal case with prints and a poster can look like a collector’s box, so the label matters. The developer’s FAQ answers the question directly, saying there are “no plans for a Collector’s Edition” of the game. Stated in Steam discussions: the developer's pinned FAQ IGN lists the Steelbook as its own edition next to standard physical, priced ten dollars higher, and does not call it a Collector’s Edition.
When it ships
As a boxed edition, the Steelbook is not a download, so the digital unlock does not apply to it. The dates, and the studio’s wording on why discs come later, are on the physical release page. Prices for every format are gathered on the price page.
