When does CONTROL Resonant pre-load open on Steam?
The studio put it in one line: pre-ordered copies on Steam can start downloading “24 hours before launch”. Said in Steam announcement: Steam Pre-Load Starts Tomorrow Launch is 14:00 UTC on 24 September, so that puts the download window open at 14:00 UTC on 23 September — the clock below converts that to your own zone.

What the studio's post actually covers
The announcement names one store and one condition: “If you’ve pre-ordered the game on Steam, you’ll be able to pre-load it 24 hours before launch.” Said in Steam announcement: Steam Pre-Load Starts Tomorrow It does not mention the PlayStation Store, the Xbox listing or the Epic Games Store, and it does not say whether a copy bought outright rather than pre-ordered gets the same window. Those platforms and purchase routes are simply not addressed in this post; that is not the same as them having no pre-load.

Why this page uses 24 hours, not the studio's own list
Eight of the nine rounded zone times above work out to the same instant, 14:00 UTC, once each zone’s own daylight-saving rule for late September is applied. The ninth, “3 PM GMT”, reads an hour later than that — the UK is on British Summer Time in September, an hour ahead of GMT, so a time genuinely meant as UK local time would land on the same 14:00 UTC as the rest. Rather than pick a side in that mismatch, this page anchors its clock on the post’s own unambiguous line, “24 hours before launch”, measured from the unlock instant on the release date page.
How this differs from early access and the unlock
- Pre-load only moves the download earlier; the files sit on your drive and stay locked until launch. It does not let you play early.
- Early access is a head start on playing, not downloading, and only exists for one edition on one console. See the early access page.
- The unlock is when everyone else’s copy becomes playable, converted to every zone on the release date page.
